The European Institute of Public Administration (EIPA) and the Government of Catalonia in partnership with the European PURE COSMOS project (“PUblic authorities Role Enhancing COmpetitiveness of SMeS”) are proud to invite you to the 5th International EPSA Knowledge Transfer Conference to learn from proven public sector best practices across Europe and exchange successful working solutions in the area of public sector support and services to business and entrepreneurs.
 
Barcelona is for the fourth time the venue of these dynamic knowledge transfer events thanks to its vibrant atmosphere and international attractiveness not only for tourists, but also for businesses and entrepreneurs, which matches ideally the topic of this conference at the interconnection of public administration and the private sector.
 
Europe’s economy is entering its sixth year of uninterrupted growth with growth and employment rates clearly above pre-crisis levels and Member States’ economies expected to grow further, albeit at a more moderate pace. This is also thanks to well implemented reforms for stabilising European economies and financial sectors as well as rendering Europe more business-friendly by supporting SMEs, entrepreneurs and start-ups. Micro enterprises and SMEs are clearly the backbone of the European economy being employer to more than two thirds of the European workforce.
 
However, SMEs’ contribution to the added value creation of the EU-28’s non-financial business economy is not yet reaching the same level. It is also for this reason that these companies and entrepreneurs with their limited amount of resources should not be slowed down by administrative procedures, but actively supported by forward-looking and client-oriented public service delivery.
 
One of the major burdens for the competitiveness of SMEs is the existence of often complex or poorly laid-down authorisation procedures, which significantly hinders the access of entrepreneurs to business activity. This conference will show you that there is another way towards true business and economic support. Participants will learn from various public sector practices that have found a different way of providing services and support to facilitate economic activity and that developed true business-friendly solutions. By putting themselves into the shoes of businesses, these public sector organisations managed to redefine their relationship with their clients from a bureaucratic focus to a real partnership.
 
The Government of Catalonia as EPSA 2017 Nominee with their holistic business “One Stop Shop” presents a particularly interesting case in this respect in which a new relationship model is created based on confidence in business and entrepreneurs, which is focused on reducing administrative burdens and bureaucracy throughout a company’s complete lifecycle for facilitating economic activity. This one stop shop is a single entry point (online), which integrates over 500 administrative procedures from national, regional and local level.
 
In the framework of the regional PURE COSMOS conference, this exemplary case will be presented together with its new regional action plan 2019-2021, which incorporates the lessons learnt of the PURE COSMOS project. This new plan foresees further simplification and an extended integration of the once-only principle for businesses and entrepreneurs as well as the creation of financial and consultancy services for businesses and projects in strategically important areas of the Catalan economy.
 
The detailed experience of this EPSA 2017 nominee and Best Practice Certificate holder will be combined with many other best practices tackling various dimensions of public sector support to businesses and entrepreneurs. Many of these stem from the PURE COSMOS project or the European Public Sector Award (EPSA), which is the only Europe-wide award scheme open to all public administrations from all levels across Europe.
