Colombia is a frequent partner of the EU in international fora, signatory to a new trade agreement capitalising on its status as a growing middle-income economy, and recently engaged in new peace negotiations aimed at ending a decades-old internal conflict. Yet Colombia also continues to suffer from a humanitarian crisis that is the cause of the second-highest rate of internal displacement in the world. Even as peace talks move forward, humanitarian needs are as great as or greater than ever, with incidents of forced displacement increasing in 2012 over the rates of the previous two years. This situation has implications for the implementation of any eventual peace agreement, as well as for broader stability and prospects for development in the region. What are its implications for EU support to Colombia and the EU-Colombian partnership?
