Course description
The New Cohesion Policy Regulations were published in June 2021. What are the final key changes, compared to the 2014-2020 period? New Operational Programmes for 2021-2027 are still being concluded, negotiated and agreed. How have Programmes changed? How have they selected priorities and planned finances, and how do they measure performance and impact?
This online course will address these questions and examine the new 2021-2027 regulations in detail. We will refer to the new Programme, Reporting and other templates. We will see how Programmes have been simplified and we will consider the impact of the health and climate crises.
We will help you address the following questions:
- How far do new programmes contribute to Member State National Reform Programmes and reflect Country-specific recommendations and Country Reports?
- What does financial planning and management look like for 2021-2027?
- Where have programmes been simplified most? And how are simplified cost options being developed and used?
- How will the new Performance framework work and how do we measure progress and success?
- How will real-time reporting work?
- How you can “ensure that selected operations present the best relationship between the amount of support, the activities undertaken and the achievement of objectives”? (Article 73, CPR)
How will it help you?
You will be guided by Marco Lopriore and Robin Smail, experienced Structural Funds experts who have worked in Brussels and across the EU, gathering numerous case studies and examples of good practice. You will also meet online a senior official from the European Commission DG REGIO and have the opportunity to exchange experience and put new ideas into practice.
The course includes workshops and exercises and provides ample time for Question and Answer sessions and discussions.

- practitioners from Member State national, regional and local authorities working with Structural / ESI Funds
- the full range of economic and social partners working with the Funds – including universities

EIPA member fee
EIPA offers a discount to all civil servants working for one of EIPA’s supporting countries, and civil servants working for an EU institution, body or agency.
Who are the supporting countries?
Civil servants coming from the following EIPA supporting countries are entitled to get the reduced fee: Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Lithuania, Luxembourg, Malta, the Netherlands, Norway, Poland, Portugal, Spain, Sweden.
For all other participants, the regular fee applies.
Early bird discount
The early bird discount is not cumulative with other discounts or promo codes, except for the EIPA member fee.
Confirmation
Confirmation of registration will be forwarded to participants on receipt of the completed online registration form.
Payment
Prior payment is a condition for participation.
Cancellation policy
For administrative reasons you will be charged € 50 for cancellations received within 7 days before the activity begins. There is no charge for qualified substitute participants.
EIPA reserves the right to cancel the activity up to 1 week before the starting date. In that case, registration fees received will be fully reimbursed.
