How will it help you?
“Innovation public procurement” and “Values oriented innovation policy” are the key to a successful institutional change that will bring to the forefront the new role of local governments as co creators and shapers of markets for the good of society.This training focuses not only on explaining how to do PCP and PPI, but also on the role of cities as shaping and creating markets, and we will answer four key questions:
- How to make strategic choices around societal and technological missions using our purchasing power – Needs Assessment and Market Consultation
- How to make public sector institutions become learning organisations that welcome the risks inherent to buying innovation– Risk Assessments
- How to assess different offers in a dynamic way replacing the traditional cost benefit analysis – Life Cost Cycle
- How to support public procurement for innovation towards inclusive growth – Financial Aspects
Upon completion of this Winter School, you will have acquired knowledge and in-depth understanding of the concept Public Procurement for Innovation, pre-comercial procurement and of values oriented innovation policy, its benefits and the strategies to implement it well. You will be shown the potential of effective re structuring of public organisations, and how to create a SWOT analysis of the state of play in their home cities. The strong focus on values oriented public investments will allow you to design back at home strategies on how to implement a real strategy for public spending for innovations, enhancing the creation of growth and jobs in your own territories. The interactive and peer-learning-orientated style of the Winter School will allow you to benefit from each other’s specialist knowledge and be presented with the best practices and lessons learned from a variety of different cities and regions. Throughout the Winter School, you will receive practical advice, exchange experiences and establish contacts for future partnerships and strategies.
Who will benefit most?
This Winter School is open to city managers and civil servants at city level, consultants, enterprises, and legal advisers on Public procurement, aiming at learning the specificities of Public Procurement for innovation and pre commercial procurement. Decision makers, human resources managers and all those responsible for re-structuring their local organisations to make them get ready to implement in a structural way innovation policy thorugh public purchasing.
Background
In 2016 EIPA conducted a Benchmark study of best practices in Europe on PPI. During this year 2017, EIPA has assisted the managers of Barcelona city council to prepare their action plan, PPI Guide, as well as the long term training strategy for the profesionalisation of public buyers for innovation in the city. We have come across very interesting experiences in Europe that have inspired the different stakeholders throughout the process. This Winter School gives you the opportunity to make the journey with us, learning from our failures and not repeating errors. Real life examples, interviews with the policy makers, lectures and exercises, will help you to adapt the lessons learned to your own reality, and ensure that the internal re structuring needed to change your traditional buying methods, is explained in a detailed manner.
