With the 2014 – 2020 EU budget agreed, the EU will pass a number of legal documents, including an interinstitutional agreement over how the budget will be spent. This will also include more in-depth analysis on EU’s own resources.
- Will the main EU 2020 strategic goals be properly funded? What about energy, infrastructure and social challenges?
- How will the breakdown of funds within broader sectors be decided? Will this process be transparent?
- What are the most innovative ways of financing projects?
- How can the financing process be optimised? What mechanisms are in place to ensure there is no misuse of funds or wastage?
- Are the lines of accountability for the EU’s spending clear? Will we see a ‘blame-game’ if funds are misused? Is there a need to boost scrutiny of legislative performance?
