Description
The seminar examines in depth the interpretation and application of procedural rules in the field of State Aid. The new procedural Regulation, amending Reg. 659/1999 (enacted in July 2013), thirdparty rights and the application of State Aid rules by national courts are just some of the topics that will be analysed in detail. The seminar also provides a forum for comparing national experiences regarding administrative arrangements for registering, notifying, and the enforcement of recovery decisions. Finally, the seminar offers – in cooperation with the European Commission – practiceoriented training on the notification process, including both, the developments and the application of the SANI and the (new) SANI-2 system. A presentation on SANI/SANI 2 focuses on practical issues for users; the most frequent problems and issues encountered when receiving/dealing with notifications are examined in depth. Commission officials explain internal Commission practices and procedures. Furthermore, representatives of national administrations outline their experiences.
Target group
The seminar is designed for middle managers and senior officials from all levels of government and local authorities, officials from public enterprises, representatives of business and trade associations, as well as lawyers and economists dealing with State Aid.
Learning methodology
The seminar uses a mixture of lectures, case analysis and group discussions to impart knowledge and facilitate the sharing of experiences and mutual learning. Speakers include officials from EU institutions and Member State administrations, EIPA experts and practitioners.
Objectives
The participants will gain a more profound understanding of the procedures by which State Aid measures are notified to the European Commission, the consequences of non-notification and the implications for Member States which are instructed to recover State Aid that is incompatible with the internal market. Hence, they have more background to avoid the risk of State Aid repayment, which often jeopardises important projects. They will benefit greatly from exchanging experiences with experts from the European Commission and other Member States.
