Dear colleagues, ladies and gentlemen,
 
The next elections to the European Parliament are due to be held in May 2019. They will determine what chance we stand of continuing to develop a Social Europe fit to live in, with positive prospects for jobs and companies, or whether we shall be stuck with the task of defending Europe against its proliferating crew of political enemies. Vigorous democratic development of the social market economy will be decisive in determining the future of the European Union. 
 
The fundamental European right to information and consultation makes employees in Europe into ‘citizens in the workplace’. The ECJ has determined, in its ruling on the TUI case that German codetermination conforms to EU law. Workers’ voice is considered among the the social goals that the EU has set itself. 
Employees deploy ‘workers’ voice’ by means of information, consultation and codetermination in the workplace, in companies and in company supervisory and administrative boards. Approaches differ in the various member states but the goal is the same: companies operate on behalf of society, not just to enrich their shareholders and top managers. To that end we need European laws that establish fair standards for all EU member states on dependent employment, democratic corporate governance and social responsibility of private investors, workers’ codetermination in the development of sustainable companies, company taxation, improved creditor and consumer protection and regions fit to live in. 
The Hans Böckler Foundation and the European Trade Union Institute hereby invite you to a discussion on how workers’ voice can be brought decisively to policymakers’ attention in Brussels – as driver and practical guarantor of the Social Europe of the future.

Struggling for a social Europe – Link to workers’ voice in company orientation (15:00 – 18:00)
 
European policies on company law and market creation pose challenges for workers’ voice. This is why the Hans-Böckler-Foundation established its European Expert Group on Workers’ Voice and Corporate Governance. Based on its findings the workshop will address the following questions:
 
  • How can the current, mainly financial market-driven legal regime for  companies be changed?
  • How to give workers’ voice a stronger role in company decision-making and monitoring?
  • How can workers’ voice be linked to the current debate on the best  supportive institutional and political settings for a future social Europe?

Workshop 2: Workers’ Voice as the future for Europe (15:00 – 18:00)

Everyone has a role to play in shaping Europe’s future! But what role is being played by codetermination in this? In what areas is more codetermination needed? What sort of foundations do we need? What is the stance of the European Union on this issue? And in the age of startups and digitalisation don’t we need new forms of codetermination to get Europe ready to face the future? We would like to discuss these and other questions. Of course we seek answers, but it is also important to develop forward-looking questions and identify other important topical areas.

EUROPÄISCHES GESPRÄCH 2018

Liebe Kolleginnen und Kollegen, sehr geehrte Damen und Herren,
 
im Mai 2019 werden die nächsten Wahlen zum Europäischen Parlament stattfinden. Sie werden darüber entscheiden, welche Chance wir für die Fortschreibung eines lebenswerten sozialen Europas mit starken Perspektiven für Arbeitsplätze und Unternehmen bekommen oder ob wir Europa nur noch gegen seine immer zahlreicheren politischen Gegner verteidigen müssen. Eine vitale demokratische Gestaltung der sozialen Marktwirtschaft wird über die Zukunft der Europäischen Union maßgeblich mitentscheiden. 

Das europäische Grundrecht auf Unterrichtung und Anhörung macht Arbeitnehmerinnen und Arbeitnehmer in Europa zu Bürgerinnen und Bürgern im Betrieb. Der EUGH hat in seinem TUI-Urteil entschieden, dass die deutsche Mitbestimmung mit dem EU-Recht im Einklang steht. Sie wird somit zum sozialpolitischen Zielkanon der Europäischen Union gerechnet. 
Arbeitnehmerinnen und Arbeitnehmer entfalten „Workers' Voice“ durch Unterrichtung, Anhörung und Mitbestimmung an den Arbeitsplätzen, in den Betrieben und in den Aufsichts- und Verwaltungsräten von Unternehmen. Unsere Wege sind in der Praxis der EU-Mitgliedstaaten unterschiedlich. Aber unser Ziel ist das Gleiche: Unternehmen müssen für Gesellschaften funktionieren – und nicht nur ihre Aktionäre und TopManager reich machen. Deshalb brauchen wir europäische Gesetze, die faire Standards für alle EU-Mitgliedstaaten setzen für die abhängige Arbeit, für demokratische Corporate Governance und für die gesellschaftliche Verantwortung von Finanzinvestoren, für die Mitbestimmung der Arbeitnehmer bei der Gestaltung von nachhaltigen Unternehmen, für Unternehmens besteuerung, für besseren Gläubiger- und Konsumentenschutz und für lebenswerte Regionen

Die Hans-Böckler-Stiftung und das Europäische GewerkschaftsinstitutI) laden hiermit zur Diskussion ein, wie „Workers' Voice“ von uns stärker in die politische Aufmerksamkeit auf dem Brüsseler Parkett gerückt werden kann – als Treiber und praktischer Garant für das soziale Europa der Zukunft.

WORKSHOP 1: Kämpfen für das soziale Europa – Verknüpfung zu „Workers’ Voice“ auf Unternehmensebene – Workshop (15:00 – 18:00)

Europäische Politik zum Unternehmens- und Binnenmarktrecht fordert „Workers’ Voice“ heraus. Darum hat die Hans-Böckler-Stiftung ihre „Europäische Expertengruppe Workers’ Voice und Corporate Governance“ eingerichtet. Mit Bezug auf ihre Ergebnisse wird sich der Workshop mit folgenden Fragen befassen: 

Wie kann ein Rechtsregime für Unternehmen geändert werden, das hauptsächlich an den Anforderungen aus den Finanzmärkten ausgerichtet ist?
Wie kann „Workers’ Voice“ bei Unternehmensentscheidungen und -aufsicht gestärkt werden?
Wie kann „Workers’ Voice“ verknüpft werden mit der aktuellen Debatte zu politischen und institutionellen Rahmenbedingungen für das Soziale Europa der Zukunft?

WORKSHOP 2: Mitbestimmung als Zukunft für Europa – Workshop  (15:00 – 18:00)

Die Gestaltung der Zukunft Europas ist eine Aufgabe für Alle! Doch welche Rolle spielt die Mitbestimmung bei dieser Aufgabe?  In welchen Bereichen ist mehr Mitbestimmung notwendig?  Welche Grundlagen benötigen wir? 
Welche Rolle spielt die Europäische Union bei diesem Thema?  Und brauchen wir in Zeiten von Startups und Digitalisierung neue Formen der Mitbestimmung, um Europa zukunftsfähig zu gestalten?

Diese und andere Fragen wollen wir diskutieren. Ziel ist es, Antworten zu  erhalten aber auch zukunftsweisende Fragen zu entwickeln und weitere  relevante Themenfelder zu identifizieren.
