8 October The European Council - the Union's new power centre

The fundamental task of the European Council – consisting primarily of the heads of state or government in the EU member states – has been to define the EU´s general political direction. Its influence and scope of intervention, however, is gradually increasing. With the Lisbon Treaty it was given a status of an EU institution and its meetings are since chaired by a permanent president. The European Council has been playing a pivotal decision-making role during the euro crisis, and it now emerges as the EU´s new power centre.

Officials from central, regional and local government, programme officers and managers, as well as project managers and developers involved with the implementation of Structural Funds projects and programmes in either 2007-2013 or 2014-2020. The seminar is also open to economic and social partners occupied in the Structural Funds process, such as NGOs, higher education establishments, and consultants.

European Public Procurement, Public-Private Partnerships (PPP) and Concessions

Understanding Current Challenges to EU Trade Policy

European Union Civil Service Law

The European Centre for Judges and Lawyers, EIPA Luxembourg, held a conference on 22 and 23 November 2012, on the theme ‘The European Union Civil Service Law’. This was a great success and attracted the enthusiasm of many participants, including judges from the European Union Civil Service Tribunal, the legal representatives of the European institutions, university professors and lawyers specialised in this field. In this context, EIPA wishes to repeat the experience, whilst offering a different format and exploring some of the specific points of the subject.

To Cooperate or to Merge Municipalities? That is the Question

CAF 2013 Training Event: The Common Assessment Framework in Action

The Common Assessment Framework (CAF) is a total quality management (TQM) tool specifically designed for the development of TQM in public sector organisations, starting with a self-assessment of their organisational performance.
Since the launch of the first version in 2000 and revised versions in 2002 and 2006, around 3000 organisations in many European countries have implemented the CAF. This CAF training will be based on the CAF 2013 version.
