The event will see the launch of the 1st Anticorruption Report ‘The Good, the Bad and the Ugly: Controlling Corruption in the European Union’ (see attachment) prepared by the European Research Centre for Anti-corruption and State-building (ERCAS) under the EU´s Seventh Framework Programme for Research (FP7).
For many years corruption was seen as a problem of the developing world only. That has changed. According to Commissioner for home affairs Cecilia Malmstrom, €120 billion are lost to corruption each year in the EU. Affected are by no means only the new member states still coping with their transformation to democracy and market economies (see BTI Bertelsmann Transformation Index http://www.bti-project.de/). What is more, corruption has endured in some old member states as well, raising questions on the effectiviness of the EU as good governance promoter.
